Carol S. Helms is a 1994 graduate of the University of Houston Law Center.  Before becoming an attorney, she taught high school English and history for 15 years, and served as a teaching assistant at Stephen F. Austin State University for one year while she completed a masters degree in education.  After moving to New Mexico in 2000, Ms. Helms served as in-house counsel for the Santa Fe Public Schools before entering private practice to represent New Mexico public schools.  Ms. Helms frequently lectures and presents trainings on a variety of topics germane to school law including employment, governance, student matters and special education.  Ms. Helms is licensed to practice law in both Texas and New Mexico , and her practice area focus is general school law including employment, student issues, and board governance.
